Announcements and Presentations

Old Business  

 

Millage Cap Amendment

A motion was made, and Council APPROVED it unanimously. For context, the City Charter caps the millage rate at eight mils, and this ordinance adds clarifying language that Special Services District (SSD) millage rates or General Obligation Bonds are not considered part of the cap. A motion was made, and the Council APPROVED it unanimously.


 

New Business  


Alcohol Ordinance Amendment

The city attorney read the first reading of the new ordinance, which will allow self-pour tap rooms and wine shops to sell by the glass in the Downtown Entertainment District. The second read will be next month, along with the vote to adopt or deny.


2024 Downtown Special Services District Millage Rate

The Council motioned and APPROVED setting the aforementioned SSD millage rate at 1.75 mils, which will generate $493,884 to pay for increased services. Residents and businesses will be subject to the millage rate.

 

Resolution to Call for an Election to Determine the Issuances or Non-Issuance of a General Obligation Bond

In short, this resolution calls for a referendum on a park & trail bond in November. Again, I'll write about this more in a separate post. APPROVED

 

New Public Works Building Architectural Services

City Council APPROVED using the Jericho Design Group to complete the work for $33,600 on the newly acquired Public Works building.


Personal Transportation Vehicle Policy Considerations

A Personal Transportation Vehicle is better known as a golf cart. While there are state laws that govern the user of golf carts, the Council is exploring safety and education ordinances around their use in the city. Council APPROVED Staff to further research and draft a policy regarding PTVs.  


Arrow Creek and City Hall Community Room Use Policy

The Council brought forward a motion, which was subsequently APPROVED to adopt the policy as presented.


Residential Tree Removal Sign Requirement

APPROVED. This ordinance would add a tree removal sign that indicates the resident had acquired a permit for the removal. Also, residents must display the sign for five days before removing the tree. The goal is to show residents that trees are being removed through the proper process.


3996 Longview Drive - Fence Appeal

This was carried over from last month, and you can find more context in that post. A motion was made to UPHOLD the administrative decision of the Planning and Development Department not to allow the applicant to apply for a building permit to reconstruct a front yard fence within the public right-of-way. 


 

Mayor and Council Items


Changes to Ordinance for ROW Use

Councilwoman Robson declined to take action regarding this topic. Chamblee is rewriting the UDO this year, and the Council will discuss the change during that time.
