When talking to Chamblee residents the number one request we receive is to create new parks, build more trails, and update our existing parks. We have been listening and setting the groundwork to raise money to help with this effort.
In the upcoming November 5, 2024, General Election, Chamblee residents will have the opportunity to vote on an important issue: Should the City of Chamblee issue Parks, Trails, and Outdoor Recreation Areas Improvement Bonds? This bond referendum is a significant step toward enhancing Chamblee's public spaces, and here's what you need to know.
What Are the Chamblee Parks Improvement Bonds?
Issuing these bonds could raise up to $30 million to fund much-needed improvements to parks, trails, and outdoor recreation areas. With Chamblee's growing population, our parks have struggled to keep pace. Many of our existing parks were constructed between the 1960s and 1980s and require renovation. A 2016 Parks and Recreation Master Plan estimated over $58 million was needed for improvements. Fast forward to 2024, and that number has risen to over $100 million. By issuing bonds, the city can undertake these improvements more quickly while spreading the cost over time, benefiting current and future residents.
Why Now?
In the past decade, Chamblee has experienced rapid growth, adding over 15,000 new residents and doubling its size. This increased population has put pressure on the city's recreational infrastructure. While the city has made efforts to renovate some parks, many areas still lack adequate recreational facilities. This bond is an opportunity to meet the community's growing needs and ensure everyone can access safe and enjoyable outdoor spaces.
What Will the Bonds Fund?
If approved, the bond funds will be used for a wide range of projects, including:
- Upgrading Existing Parks: Modernizing old fields, playgrounds, and other facilities. Examples are Keswick and Huntley Hills Park,
- Building New Parks: A great example is turning the newly acquired property at Woodacres Road into a community amenity.
- Extending the Rail Trail: Continuing to build out the Rail Trail in other areas of Chamblee. Examples include the Peachtree Creek Greenway and the "Model Mile" in the north section of the City.
Click here for more information on these examples in the Master Plans for our Parks and Trails.
These enhancements are crucial for improving Chamblee's quality of life, supporting physical health, and increasing community engagement.
How Much Will This Cost Homeowners?
For the average homeowner in Chamblee, the cost of this investment is estimated to be around $9.83 per month or $118 per year, based on an average home value of $499,000. The good news is that this cost could be lower if only a portion of the bonds are issued in 2024. Plus, this will not directly impact you if you don't pay property taxes.
Accountability and Transparency
Residents may have concerns about how the bond money will be spent. The city is committed to transparency and has strict accountability measures in place. Annual, independent audits of how funds are spent will be conducted, and these reports will be made available to the public on the city's website. Additionally, all funds will require review and approval by the City Council.
What If the Bonds Don't Pass?
If voters reject the bonds, the city will continue to make smaller improvements through its annual budget. However, this will only cover the most critical maintenance needs, leaving many larger projects unfunded for years. The city will also explore state and federal grants as they are made available but are not guaranteed.
